Mirvac Launches Kinlea: The First Low Rise Housing Project to Progress Through the Housing Delivery Authority

9th September 2026

Mirvac has officially launched Kinlea by Mirvac, a new built form housing community within the Canterbury-Bankstown suburb of Milperra that will transform the former Western Sydney University Milperra Campus into a new residential neighbourhood, delivering approximately 390 homes, three public parks, open spaces and a revitalised childcare for Sydney's southwest.

Marking the milestone, NSW Minister for Planning and Public Spaces Paul Scully MP joined Professor Jennifer Westacott AC, Chancellor at Western Sydney University and representatives from Mirvac to turn the first sod on the new ~20-hectare community, signalling the start of civil construction and a new chapter for the site.

Mirvac will deliver a mix of three-, four-and five-bedroom homes which will be designed and built by Mirvac, across freestanding, duplex and terrace housing typologies, in addition to a select range of one-to-two-bedroom homes – supplying diverse housing to the market.

NSW Minister for Planning and Public Spaces, Paul Scully said the start of construction showed what was possible when government and industry worked together to fast track housing supply.

"Turning the first sod at Kinlea today is a milestone moment for southwest Sydney, and for our efforts to get more homes built faster.

"This project was the first low rise housing development approved through the Housing Delivery Authority, and it shows exactly why we set that pathway up – to cut through delay, get shovels in the ground and keys in the doors."

Mirvac’s CEO Development, Stuart Penklis, said the start of construction at Kinlea builds on the company’s strong track record of delivering sought-after communities across Sydney’s middle ring.

"Today’s milestone marks the official start of construction at Kinlea and the transformation of a former university campus into a new community that will deliver hundreds of much-needed homes for Sydney’s southwest," Mr Penklis said.

"Kinlea is the first new low rise housing project to be approved through the NSW Government’s Housing Delivery Authority pathway, demonstrating how collaboration between government and industry can help accelerate housing delivery and create more opportunities for people to enter the market.

"We’ve seen ongoing demand for high-quality well-designed homes, at our nearby Riverlands estate, where buyers have been drawn to the combination of lifestyle, connectivity and access to green open space. Kinlea will build on that success, delivering a diverse and expanded range of housing options in a highly connected middle-ring location including attached terrace products."

"Kinlea reflects Western Sydney University’s commitment to creating opportunity, strengthening communities, advancing the prosperity of our region. Delivered through strong collaboration with industry and government partners, the transformation of the former Milperra campus will create a connected and sustainable new community while supporting ongoing investment in education, research, and student success across Western Sydney," said Western Sydney University Chancellor, Professor Jennifer Westacott AC.

Located approximately 30 kilometres southwest of the Sydney CBD, Kinlea by Mirvac’s masterplan has been designed to create a sustainable, family-friendly community, featuring a revitalised childcare centre, over 2 hectares of protected conservation land, and three public parks / open spaces that place every home within a 400-metre walk of a park, playground or recreational area.

Sustainability is embedded throughout the community, with every home to include solar panels and battery storage to help reduce energy costs and improve energy resilience. Additional sustainability features include water-efficient fixtures, rainwater harvesting, low-energy LED lighting and passive design measures that maximise natural light and ventilation, enhancing comfort and liveability year-round.

Mirvac’s General Manager, Residential Development NSW, Warwick Bible, said Kinlea represents a rare opportunity to create a new community within an established suburb.

"Opportunities to transform infill sites within established metropolitan locations are becoming increasingly scarce, which means projects like these are important to address Sydney’s housing supply challenge. Kinlea combines the best of both worlds, offering residents the benefits of a masterplanned community while being surrounded by existing schools, shops, transport connections and community infrastructure," Mr Bible said.

"As demand for housing continues to grow across Sydney’s middle ring, buyers are increasingly seeking locations that balance space, lifestyle and connectivity. Kinlea has been carefully designed to meet those needs while creating a community that residents will be proud to call home for generations to come."

Kinlea is ideally positioned within Sydney’s growing southwest, offering easy access to major road networks and future public transport infrastructure, including the City and Southwest Metro extension to Bankstown. Residents will also benefit from significant investment in the surrounding region, including the NSW Government’s planned new Bankstown Hospital, supported by a $2 billion funding commitment.

Reflecting the site’s history as the former home of Western Sydney University, education remains a defining feature of the community. Kinlea is within walking distance of a range of education facilities, from early learning through to secondary school, while Western Sydney University’s Bankstown City Campus is just a short bus trip or approximately 10 minutes away by car. An existing early childhood education centre on site is also expected to reopen once development works enable suitable road frontage access.
